This extract is a description of an earlier visit referring to it as "the previous occasion" and thus conveying the impression that Miller is describing two Kent tours: this one, "the previous occasion" when JMW Turner completed other commissions including the first oil picture, and a second, the Walker commission of summer 1793, described above.

Miller placed them chronologically in the wrong order but this is wholly consistent with the 'big thought' that he is communicating.

The 'gentleman' was Rev. James Douglas who lived in Rochester. Note that this 'oil commission' took place, 'on the previous occasion', during the first of the two Kent tours described in Miller's 'big thought' paragraph.
